Sexual Tourism

The type of receptive tourism in which foreigners and nationals go to predetermined locations in order to satisfy their sexual desires with minors.

The World Tourism Organization defines sexual tourism as “Trips organized from inside the tourist sector, or from outside of the sector but utilizing its structures and networks with the fundamental objective of offering the tourist sexual relations with residents in the destination.”

Causes of sexual tourism

1. Anonymity: Tourists that find themselves foreign places experience a sensation of anonymity. They are able to pass unnoticed, leading them to commit such illicit crimes that they would not normally commit at home.

2. Superiority complex: Some foreigners that visit other, less developed countries, experience a feeling of superiority over the locals, leading them to view the locals as of a lower class and thus easily exploitable.

3. “Dedication to help those in dire need”: Travelers utilize this excuse in sexual tourism, justifying their actions as a philanthropic method of giving money to families in need, the families of the minors being exploited. In addition to viewing themselves as benefactors, these travelers feel they also offer affection and protection to the exploited children and adolescents.

4. Fear of STDs: the erroneous belief that minors do not contract STDs and are therefore “safe.”

Promotion of Sexual Tourism:

There are different ways to promote sexual tourism, among which include promotion in magazines or catalogues with images, photographs (of adults and minors), and graphic representations (with maps or sketches) indicating the directions to the place of interest.

Another common form of promotion is the Internet. Through web pages, the sexual services of minors and young men and women can be promoted by relevant companies, which also give directions to an accessible location where the activity can take place. These promotions do not necessarily mention that their employees are minors.

Another mode of promotion involves delivered presentation cards which contain information of companies involved in the business. These cards offer detailed descriptions of their services, including pornographic photographs, all with the purpose of giving the potential client an extensive view of the diversity of services offered through the network of procurement.

A clear example is how Costa Rica has been promoted as a tourist destination abroad, above all in those countries where the citizens have a high purchasing power. Promotions abroad advertise a diverse number of attractions here in Costa Rica, including the climate, the natural beauty, the political and social stability, the security, and the cordiality. This type of publicity has made Costa Rica a destination for people from all over the world.

With the help of the Internet, sexual tourism has increased due in part to the lack of security controls on the web. Interested clients need not identify themselves in order to obtain contact information for relevant businesses. This system is further promoted by the existence of people that act as intermediaries in sexual tourism, facilitating relations between the client, the exploited minor, and the procurer. Because of this Costa Rica has been promoted as a kind of “sexual paradise” where licentiousness is widely permitted.

Linked with these type of advantages in Costa Rica is a concealed and illicit type of publicity, which promotes Costa Rica as a sexual environment, a destination for pleasure and diversion.

This type of disclosure is carried out by individual organizations and by networks of sexual exploiters within the state, who establish contacts with similar groups on the international level, offering services for tourists who desire pleasure and diversion upon their arrival to the country

There are many methods of getting tourists to hire the sexual services of minors:

– Directly in the street – In bars – Utilizing intermediaries, such as taxi drivers, store owners and hotel employees who can contact the tourist with the procurer or the owner of the house where the service can take place. – Employing and or hiring the services of unconcerned people who can offer the service through the Internet.

It is also important to note that some of the tourists who visit the country sporadically meet with the other type of “abusive clients;” foreigners who reside in the country and establish some type of relationship with minors, offering them some type of gift in return for their sexual services, such as: trips, clothes, food or money.

It should also be noted that there are different types of people who participate in sexual tourism with minors:

1. People that visit for other reasons: Tourists that come to the country for another purpose, such as recreation or business, but then take advantage of the services offered in the country, participating in sexual acts without consideration of the age of the partner.

2. The tourist that visits for clearly sexual purposes: People whose visit has only one objective: to sexually abuse minors.

3. People that make money through sexually exploiting minors: these people would be placed in the same category as the other intermediaries in the business (taxi drivers, tourists, procurers, producers of pornography, owner and administrators of businesses who favor themselves as contacts).
